2012 Off to a Strong Start

The Principles & Practices Project is off to a phenomenal start in 2012. Last week saw the addition of three Supporting and Adopting Organizations!

We are pleased to announce that the NIGP Treasure Coast Chapter signed on as an adopting organization, as well as the NIGP Idaho Public Purchasing Association. As previously announced, NIGP National officially adopted the Values & Guiding Principles of Public Procurement in October 2010. The addition of these two chapters now brings NIGP Chapter support / adoption of the project to around 80%.

Other exciting news includes Spikes Cavell’s official Support for the project. Spikes Cavell is a UK based company that equips decision makers in the public sector with the business intelligence, online tools & analytical insight they need in order to transform the way they procure goods & services. Their management solutions, to date, have underpinned the efforts to deliver cash savings, measure progress and mange compliance, for more than 800 public sector bodies around the world.

Ethical Procurement Now Open For Public Comment

VIP Presentation of the Principles & Practices

Many exciting things have been happening recently with the Principles & Practices project. We are very excited to see the global reach of the project continue to grow as more and more individuals from around the world are now engaging in the review process for the Practices.

Much like the magic of this time of the year and the mystery of a jolly man who drives a sleigh around the globe in twenty-four hours, the Principles & Practices project seems to have spread in the same enchanted fashion.

Perhaps it was this magic, or just the spirit of the giving season, that inspired NIGP member Keith Glatz, CPPO, FCPM, FCPA (City of Tamarac, FL, USA) to make a special VIP presentation of the Values & Guiding Principles to, the man…the legend himself….Santa Claus!

We’ve heard that Santa is now making a list and checking it twice to find out if you’ve been nice enough to engage in the Principles & Practices project by providing comments on the new practices. If you haven’t commented on any practices yet this year, there is no reason to fear! Avoid being on Santa’s naughty list by providing feedback on the next practice, Ethical Public Procurement, to be released next week.

This week the Principles & Practices project has continued to make tracks around the globe. In addition to the world wide excitement, we recently closed the public comment period on Practice: Risk Management, and Practice: Public Procurement Policy Manual. I am happy to report that both practices received some great consultations. The practices and the comments are available via the “Public Comment” link located on the left side of this page.

We are currently working on the next practice Ethical Public Procurement which will be released in early December for public consultation. Our focus groups are currently hard at work reviewing the first draft of this document.

Principles & Practices Delivered in Historic Triangle Region of Virginia, USA

This week the Principles & Practices project hit the road to the Historic Triangle region of Virginia. Known as the birth place of English-speaking America, and home to some of the earliest settlements in the United States, it seemed a fitting venue for the Virginia Public Procurement Forum 2011 and several sessions on the Principles & Practices.

NIGP’s Brent Maas (pictured below) led a session on Tuesday, in which he revealed an outlook for the procurement profession and provided information on the Principles & Practices project.

Candace Riddle, Standards Manager, NIGP, led two sessions that focused specifically on the Principles & Practices. Audiences were challenged to return to their home offices and to be “the lone nut”; a phrase that was coined to challenge attendees to go beyond leadership and to engage in the Principles & Practices project as avid followers.

In total, Maas and Riddle delivered the Principles & Practices to over 100 public procurement professionals and attendees during the three day conference.

A Spooktacular Week!

It is Halloween in the U.S. today, and the Principles & Practices Project has some spooktacular news! Last week we saw a surge in support for the project. We are very pleased to announce that the Purchasing Management Association of Canada (PMAC) voted to adopt the Values & Guiding Principles of Public Procurement last week.

In addition, several NIGP Chapters became Adopting Organizations. Those chapters include: Carolinas Association of Governmental Purchasing (CAGP), Atlantic Public Purchasing Association (APPA), and the Iowa Public Procurement Association.

Over 30,000 World Wide Working to Build a Profession!

You may recall this song as the 2010 theme song for the World Cup. The World Cup was held in South Africa, a country that a mere 15 years ago was deeply divided. Is it not truly amazing that so many cultures can unite around a common game, and in this case, a common song? It is almost as if the game and the music became the common language and reason for celebration around the world. So what does this have to do with the Principles & Practice project?

I am pleased to announce that the project has officially reached over 30,000 people around the world in 80 countries! The vision to raise the level of the profession and create a set of common values, guiding principles, and practices for public procurement is beginning to gain momentum globally.

If you were at Forum 2011 you may have heard a few lessons on “How Not to be the Lone Nut”! You may have been inspired to join the Principles and Practices movement! And this video may remind you of the BIG ANNOUNCEMENT at Forum 2011! That’s right; it is no longer about the lone nut dancing by himself on the side of the hill. Indeed the movement has begun. The Principles & Practices project is officially going global following the announcement of a partnership with the Chartered Institute for Purchasing and Supply (CIPS).

“The partnership will result in specific tools, processes and guidance for use in public procurement organisations and may include organisation assessments and people development training programmes. The Maturity Framework will be designed as an enabler to raise standards in not just people development, but also in benchmarking organisational development, process development and policy setting. The results will change the way in which organisations and people work, emphasizing a continuous improvement methodology that results in tangible and measurable benefits” (www.cips.org).

So what does this mean for the Principles and Practices project? It means that YOU should be EXCITED, because we’re GOING GLOBAL!! Not only will the practices be reviewed by the North American review team, but we anticipate adding individual experts from around the world that will offer a global perspective and review of the practices. This is truly exciting for the profession, as we work towards a tried and true set of best practices for public procurement around the world.

New Practice To Be Released: Transparency

The next Practice (Transparency in Public Procurement) will be released next week! Currently the practice is undergoing the first draft review with a small focus group. So, get prepared to start the commenting process once again. Following the release of Transparency new practices will be available for comment on a regular basis.

If you would like to engage in further debate about the Practices, there will be a workshop at the 2011 NIGP Forum on Saturday, August 27, 2011 from 3:30 PM - 5:00 PM (EST). Individuals will receive instructions for commenting on the practices online, and will be given the opportunity to openly discuss the practices in person. City of Frederick, MD Procurement Adopts Values & Guiding Principles

Values & Guiding Principles Spur Discussion at AGA Conference

This week the Values & Guiding Principles (VGP) were presented at the 60^th Annual Association of Government Accountants (AGA), Professional Development Conference in Atlanta, GA. The VGPs received a warm welcome from those in attendance with about 45 individuals attending the session.

Those in attendance represented local, state, provincial, and federal agencies; and included procurement and accounting/ auditing professionals. Attendees discussed the VGPs and further explored how the future development of Practices could help “close the gap” between management and procurement, in terms of expectations, when reporting procurement performance data.

Tom Sadowski, of AGA, and member of the VGP Review Team, was present and provided an accountant/ auditor perspective and commentary during the presentation. This commentary helped spur an interactive discussion about performance measures, at the end of the session, between procurement and accounting/ auditing professionals in the room.

This was a great conference for the VGPs to be presented, and we are looking forward to future engagement from the AGA community.

OkAPP's Principles & Practices Story!

As the request to tell us about your VGP story went out last week, the responses began to roll in! Here is another great story from Timothy Harvey with the Oklahoma Association of Public Procurement.

"OkAPP (Oklahoma Association of Public Procurement) had the honor of hosting Judy Meisel at our chapter meeting back in March. Judy, who was our Region’s board member at the time, presented the Principles and Practices and gave a presentation of the history and process of creating the Values and Guiding Principles (VGPs). At the end of the meeting we held a vote, as a chapter, and the vote to adopt the VGPs was unanimous.

Soon after the meeting and announcement, the State Purchasing Director of Oklahoma, Scott Schlotthauer, printed a copy of the VGPs and kept that copy in his office. The state of Oklahoma, Department of Central Services, Central Purchasing Division fully supports and accepts the NIGP Values and Guiding principles as an important part of its own mission and goals for advancing the procurement profession.

A meeting was held with one of our major State agencies, who had a new director, and Scott presented the VGPs as a short summary of what DCS/CP is all about, and what we stand for. I was in that meeting and that was a very proud moment for me; proud to be a part of NIGP, OkAPP, and DCS. I can visually see the positive impact of the VGPs in my state, and I can see that impact continuing to grow for years to come."

This is the story of Marcheta Gillespie, Deputy Director of Procurement, for the City of Tucson, AZ!

The City of Tucson, as the first agency to officially adopt and support the VGPs, proudly displays the VGP posters in our conference room for all of our visiting clients and contractors to see. The posters were a featured item at our recent Procurement Open House as well! In addition, the City of Tucson identifies our commitment to the VGPs on our website (www.tucsonprocurement.com) I proudly display the VGPs in my office and share with everyone the honor I had of being part of the team that developed the VGPs.

So, how have I used the VGPs in my day-to-day procurement activities? Answer? All the time! It's amazing. There really isn't a day that goes by without me thinking of the justification and validation of the VGPs in various situations that I encounter in my role as Deputy Director. Whether I'm dealing with a challenging situation, whether I'm responding to a list serve question, whether I'm discussing a project with staff...you name it, there is a place for the VGPs in the dialogue.

One fairly recent example involves an extremely challenging situation with our streetcar project in Tucson. We encountered a problem with one of our solicitations for a very large, highly visible and much anticipated construction project. The issue raised points of transparency, ethics, impartiality, accountability, service and professionalism...yep! All 6 values came into play with this situation. The challenge we faced impacted all our stakeholders in different ways. Everyone wanted a different solution focused on their primary interest and concern. Procurement had to find a solution that addressed the stakeholder concerns, but more importantly for us, a solution that would be consistent with the VGPs. Let's face it, if we are going to "talk the talk", we've got to "walk the walk". I'm pleased to say that, although the solution didn't thrill everyone, our department felt confident that we could stand behind the solution and that it was justifiable based upon those VGPs and our professional integrity. As a public procurement professional, I am so pleased that we have collectively been able to identify those values that represent our profession as we meet the diverse needs of our many stakeholders. I share the VGPs whenever I have the chance. It is my signature line on my emails, I mention it in meetings and I look to those VGPs for guidance in my daily activities. I truly believe this set of VGPs will stand the test of time in our profession and look forward to the exciting Standards that we are developing to provide that next level of support to our profession.

Project En Fuego

However you say it, the Principles and Practices Project is "ON FIRE". The past several weeks have seen over 160 comments to the current Practice (Cooperative Purchasing) that is open for public review. Speaking of, the reivew period for Copperative Purchasing will be coming to an end on June 10, 2011! So if you have anything left to add, please do so prior to that date.

In addition to the AWESOME comments we've been receiving, we have added several members from our Supporting/ Adopting Organizations to the Review Team. Today we added our 91st individual! This is great news as the more diversity and input we have into the collaborative development, the better the resulting Practices will be.

Looking forward towards the next few months, we are preparing for several conferences. There will be a presentation on the Principles & Practices at the Association of Government Accountants Annual Forum, July 10-13, 2011 in Atlanta, GA; and multiple workshops on the Principles & Practices at NIGP's Annual Forum in National Harbour, MD, August 25-29, 2011.

Thank you again to everyone who is engaging in the efforts to develop the Principles and Practices. Every little bit helps "add fuel to the fire"!

NIGP Board Receives Principles & Practices Project Update

The NIGP Board of Directors welcomed a presentation on the Principles and Practices project on May 6, 2011. The session got off to a scientific start, as Candace Riddle, NIGP's Standards Manager, asked the entire room to stand. Those in attendance were then asked to take a seat if they had an account on 1) Linked In, 2) You Tube, 3) GovLoop, 4) Twitter, or 5) Facebook. In the end, only one person remained standing, but quickly took a seat when asked if he "checked e-mail on a daily basis".

The experiment, while a bit whimsical, framed a discussion about the Principles & Practices project's global reach via web 2.0 technology. To date, the website has had nearly 25,000 visits from 52 countries around the world, and has a presence on each of the above-mentioned social media outlets.

Over the past two years the Principles and Practices project's leaders have used collaborative technologies and innovative approaches to gain the support of various stakeholder organizations, and to develop the Values and Guiding Principles as well as the proposed Standards of Practice.

The presentation to the NIGP Board of Directors highlighted some of these successes and celebrated the innovative approaches that have been implemented by all of those who have been working on the project.

Review Team Growing

Thanks to all of our Supporting and Adopting Organizations who have been timely in returning the Contact Form. This Contact Form is helping us to streamline communications for the Principles & Practices project.

As a result, the Review Team has been growing. As of today, we have 78 members in the United States and Canada volunteering on the Review Team. WOW!

NCMA Joins as Supporting Organization

We are pleased to announce that the National Contract Management Association (NCMA) has joined the Principles & Practices project as a Supporting Organization! NCMA's board gave its blessing to join as a Supporting Organization and confirmation was received by the project staff this morning.

In addition to NCMA, we are also pleased to announce that the Gulf Coast Association of Governmental Purchasing Officers (GCAGPO), an NIGP Chapter, also joined as a Supporting Organization last Friday.

The project now boasts over 50 Adopting and Supporting Organizations, and continues to grow on a weekly basis.

A LUCKY WEEK FOR THE PROJECT

Perhaps it was the Luck of the Irish, or maybe it was just hard work, but this week we welcomed the Missouri Association of Public Purchasing Chapter of NIGP as a Supporting Organization and the Loudon County (VA) Procurement Department as an Adopting Organization of the Values and Guiding Principles.

Loudon County becomes the second public procurement department, behind the City of Tucson to formally adopt the Values and Guiding Principles.

Work continues on the Cooperative Purchasing Standard of practices, which is now with an initial focus group for review. We anticipate releasing that standard for public comment late next week. In the interim, the Standard of Practice: Performance Metrics remains open for public comment. Project Update

The past few weeks have seen a lot of growth for the project. The Iowa Public Procurement Association has signed on as a Supporting Organization this week, with future plans to adopt the Values & Guiding Principles.

We have also seen increased interest from various stakeholders, and this week we welcomed Dr. Nick Nayak, Chief Procurement Officer, U.S. Department of Homeland Security to the Review Team.

In addition to this exciting news, the first two Standards, Strategic Procurement Planning and Performance Management are now in the final review stage. The third Standard, Performance Measurement, will remain open for public comment through this weekend. Finally, the fourth Standard, Performance Metrics, is in the hands of the Focus Group for initial review, prior to being released for public comment.

The fifth Standard, Cooperative Purchasing, is currently being planned and is expected to be underway within the next few weeks. We are looking forward to working with a new Focus Group for this Standard, and will be reaching out to Review Team members and other stakeholders accordingly that will help us with the development of this Standard.

NASACT Joins as Supporting Organization

The National Association of Auditors, Comptrollers, and Treasurers (NASACT) joined as a Supporting Organization today. This is yet another significant milestone for the project, as we seek to engage professionals in the public sector that interacts with procurement on a daily basis.

Furthermore, many Supporting Organizations and Endorsing Organizations are beginning to set an example, and share the news on their websites.

Pima County, AZ shared the news that their very own, Melissa Hala’ufia, CPPB, was involved in the project by engaging with the Review Team.
City of Tucson, AZ Department of Purchasing proudly displays the Principles & Practices Logo on their site.
York County, VA Department of Purchasing led the way, becoming the first to display the Logo on their site.
National IPA also joined the movement by placing the project on their homepage.

The point is, regardless of how you decide to share the word, every little bit helps. We encourage all Supporting/ Endorsing Organizations to proudly display the Principles & Practices logo with a link to this website. By doing so, you will be assisting us to keep the public and key stakeholders informed of project updates, and furthermore, drive more public feedback on the proposed Standards of Practice (now open for public comment).

First Standards are Open for Public Comment

Drum Roll Please!!! The First Standards of Practice are now open for public comment. You may access the documents by clicking on the "Standards of Practice" tab on the left side of your screen. Just follow the directions from there!

RECORD BREAKING WEEK

We are pleased to announce that the past week was absolutely record breaking for the Principles & Practices project!

The National Association of State Procurement Officials (NASPO) has officially joined as a Supporting Organization. The National Association of State Procurement Officials (NASPO), Inc. was established in 1947, and is made up of the directors of the central purchasing offices in each of the 50 states, the District of Columbia and the territories of the United States.

To add to that news, the Maryland Public Purchasing Association (MPPA) and the NIGP South New Jersey Chapter have also joined as Supporting Organizations.

NIGP Arizona State Capitol Chapter has set the latest precedent by becoming the first NIGP chapter to join as an Endorsing/ Adopting Organization.

The momentum is continuing to grow around the Principles & Practices Project!

York County, VA Central Purchasing set a precedent today. They became the first organization to publicly display the new Principles & Practices logo on their website!

We are absolutely delighted to see an organization making use of the resources provided to them, to spread the word!

In addition to this exciting news, we also received word that the Delaware Public Purchasing Association unamiously voted to become a Supporting Organization today.

What is the Difference? Support or Endorse/Adopt

We've had a lot of questions about how to become a Supporting Organization or an Endorsing/Adopting Organization...and many are also asking...What is the difference?

Hopefully this post, and the permanent link on the right hand side of the main page will give you the guidance you have been looking for.

So, without further delay:

Supporting Organization – A public sector organization that supports the concept of the collaborative development of guidance for the public procurement profession. The organization agrees to help spread the word and is encouraged to add representation to the Review Team. There is no financial commitment.

Endorsing/ Adopting Organization - An organization that openly expresses formal approval of the final Values & Guiding Principles and Standards of Practice. The organization takes official action to indicate its approval, agrees to spread the word, and can have the opportunity to add representation to the Review Team. There is no financial commitment.

Organizations who are not ready to formally endorse/ adopt the Values & Guiding Principles and/or the Standards of Practice may choose to become a Supporting Organization. This action is relatively informal, and may be done by the CEO or President of the organization simply by sending an e-mail, indicating the organization’s support to Candace Riddle, Standards Manager (criddle@nigp.org).

We encourage all organizations, and existing Supporting Organizations to consider formally endorsing/ adopting the Values & Guiding Principles and/or the Standards of Practice. This is a formal approval of the finalized documents and their contents. This action requires an e-mail from an individual with the authority to pledge such support on behalf of your organization. Such e-mails may also be sent to Candace Riddle, Standards Manager (criddle@nigp.org).

We appreciate your interest in the project and continued support as we collaborate to improve the public procurement profession.

Northern New Jersey and Utah Chapters Join as Supporting Organizations

First Standards Released for Review

And so the journey begins! The first Standards of Practice, Strategic Procurement Planning and Performance Management were released to a small focus group today for initial review. A third standard, Performance Measurement, is expected to follow sometime next week.

This is a monumental, first step toward reaching the three-year goal of 30 Standards of Practice for Public Procurement. It is simply hard to think about a bigger, or more exciting, announcement for this month!

Stay tuned, as we expect the Standards to be released for public comment in the near future.

San Antonio Public Purchasing Association Joins as Supporting Organization

Fridged temperatures may be grinding things to a halt outside, but the Principles and Practices project is heating up! Tis' the Season to become a Supporting Organization! Three NIGP Chapters including, NIGP Arkansas Chapter, NIGP Mississippi Association of Governmental Purchasing and Property Agents (MAGPPA), and NIGP Tennessee Association of Public Purchasing (TAPP), joined the ranks of Supporting Organizations last week.
On October 23, 2010 NIGP's Board of Directors officially adopted the Values and Guiding Principles. However, last week, NIGP's CEO, Rick Grimm, put out a challenge to the NIGP Board of Directors, to gain adoption from each one of NIGP's Chapters. Thus far, NIGP Region 4, leads the race with 100% of their chapters signed on as Supporting Organizations.
So, if you're feeling a bit chilly, join the challenge, turn up the heat, and become a Supporting Organization!

ICMA Joins as a Supporting Organization

The International City/ County Management Association (ICMA) has joined as a supporting organization of the Values and Guiding Principles for Public Procurement.

ICMA was founded in 1914 and supports more than 9,000 city, town, and county experts and other individuals and organizations throughout the world. The management decisions made by ICMA's members affect 185 million individuals living in thousands of communities, from small villages and towns to large metropolitan areas.(www.icma.org).

This is another exciting step in the Values and Guiding Principles project, as well as the development of the Standards of Practice for Public Procurement.

Canadian Public Procurement Council Endorses Values and Guiding Principles

We are pleased to announce that the Canadian Public Procurement Council Board of Directors approved its support of the Values and Guiding Principles for Public Procurement on November 17, 2010. In addition, the CPPC officially endorsed the Values and Guiding Principles as a "foundation for building the standards of practice" for the Public Procurement profession.

CPPC was established in September 1999 to be the leading resource for public procurement across Canada. CPPC is the first Supporting Organization to formally endorse the Values and Guiding Principles, following the National Institute of Governmental Purchasing's formal adoption of them in October of this year.

Values and Guiding Principles Presented at Region II Conference

The Values and Guiding Principles were presented to NIGP Region II at their annual conference this weekend. Region II held their conference at the Gaylord National Convention Center on the Potomac in Maryland. Not only was the Region II Conference a great success, with about 150 in attendance, but it was a brief preview for NIGP's 2011 Forum which will be held in the same location.

The 2011 NIGP Forum will be held August 25-29. A call for presentations is currently underway. The submission period began November 17, 2010 and will run through December 20, 2010. For more information click here.

Guiding Principles Hit the Global Scene

The Values and Guiding Principles hit the international stage at the International Federation of Purchasing and Supply Management's (IFPSM) Council meeting in Hong Kong last week. Daan Wareman, of NEVI Dutch Association for Purchasing Management, mentioned the project in his presentation titled "Public Procurement or Procurement by Government". The International Federation of Purchasing and Supply Management (IFPSM) is the union of 43 National and Regional Purchasing Associations worldwide, and in total represents about 200,000 Purchasing Professionals from around the globe.

In addition to mentions in Hong Kong, the Values and Guiding Principles were presented to delegats from China, representing the Chinese Federation on Logisticis and Purchasing (CFLP) on Monday, November 15, 2010. The China Federation of Logistics and Purchasing is the only legal large scale comprehensive logistics social organization. It was established with approval of the State Council and directly administered by the State Economic and Trade Commission(SETC) of the People's Republic of China. The Federation carries out functions and tasks of materials management and purchasing industry services in China.

CFLP is also a member of the Asian-Pacific Logistics Federation (APLF). Established in 1995, APLF includes participation from Australia, China, Japan, Korea, New Zealand, Malaysia, the Philippines, Thailand, Singapore, and Hong Kong.

The presentation of the Values and Guiding Principles, as well as a brief overview of the NIGP Code, the American procurement system, and spend managment were presented by staff from NIGP and U.K. based NIGP Observatory partner Spikes Cavell. Representatives from China included:

Rao Jianguo - Director, HuBei Province Government Procurement Center
Wang Pei - Director, Shandong Province Government Procurement Center
Shi Shengde - Director, QingHai Province Government Procurement Center

Tao Shusheng - CEO, GuoCai Technology Limited Co.
Wang Tao - Vice Director, Shandong Province Government Procrement Center
Zhai Jun - Manager, Shandong Province Government Procurement Center
Bian Yuekun - Director Assistant/ CFLP, The Specialized Committee for Purchasing and Supply Chain Management

Meetings lasted nearly four hours and concluded with much excitement and many new understandings. This is truly an exciting time for the Public Procurement Profession and the Values and Guiding Principles Project.

OPBA Joins as Supporting Organization and Donates $5000.00

The Ontario Public Buyers Association (chapter of the National Institute of Governmental Purchasing) has joined as a Supporting Organization to support the collaborative efforts to develop public procurement values, principles, and standards of practice.

However, OPBA is a unique supporting organization. Why? In addition to being a supporting organization, OPBA provided a $5,000 financial donation to further the efforts of the project. OPBA’s donation is the first monetary contribution to be received.

Public comments have been considered, and revisions have been made to the Values and Guiding Principles for Public Procurement. A final version of the VGP's will be put before NIGP's board for approval in late October. Stay tuned to the site for a release of the revisions around that time!

The review team has continued to grow. A survey of team members has started and a head-to-head race is in the making between several Guiding Principles. The leading Guiding Principle, chosen by the review team, will be used to build the first Standard of Practice for Public Procurement.

SURVEY SAYS: Review Team Survey Results

Recently we conducted a poll of our review team members who will be forging ahead with us during the next portion of the project: Standards of Practice for Public Procurement.

The first poll was posted on the blog site. The primary intent of the blog poll was to see whether or not review team members could (a) access the blog from work; and (b) decide whether nor not members were comfortable with and knew how to navigate a blog page.

A second poll was sent to the same members via e-mail. By having review team members complete the survey both ways, we were able to decide which type of survey tool to use going forward.

The SURVEY SAYS that E-mail surveys would be better for the review team. However, public have heart! Your input is critical as well and we anticipate that polls will be used on the blog in the near future.

NACo, CAPA and NIGP Southeast Florida Chapter Join as Supporting Organizations

The excitement is building for the Guiding Principles of Public Procurement. The NIGP Annual Forum in San Antonio, TX generated great discussions and support for the project.

Today, the National Association of Counties (NACo), Capital Area Purchasing Association (CAPA), and the NIGP Southeast Florida Chapter joined the collaborative effort.

NIGP Project Leaders, Marcheta E. Gillespie, CPPO, CPPB, C.P.M., CPM; Dr. Clifford McCue, PhD; Tina M. Borger, CPPO; and Candace Riddle are currently building a review team that will focus on the Standards of Practice for Public Procurement.

The review team is comprised of stakeholders from all areas of the public sector, including some from our Supporting Organizations. The review team will be an integral part of the process and will ultimately help shape the final standards for the public procurement profession.

Gillespie, CPPO,CPPB, C.P.M.,CPM have the honor of sharing information about the newly drafted Guiding Principles (GP) and Values of the Public Procurement Profession. On behalf of Tina Borger, who was an instrumental team member and fellow leader on the GP Task Force, and Candace Riddle (the newest NIGP staff member of the team), Cliff and Marcheta will be sharing the hard work done by the Task Force, the overall approach to the Guiding Principles implementation and the future of this initiative.

Particularly critical to the success and value of this effort, is the input by the professional community, especially our NIGP community. We are hoping that you'll be able to attend and participate in a dialogue about the GPs and share your thoughts on what the Task Force has developed. We need to engage critical thinkers and individuals who have demonstrated a commitment to our profession, and who are interested in the on-going development and elevation of our profession.

Principles and Practices Presented at AIDF Forum in Washington D.C.

The proposed Principles and Practices were presented to a group at the AIDF Forum in Washington D.C. yesterday. Following the presentation, feedback from the audience was taken. An audience member asked, "how will the proposed Principles and Practices affect NGO's".

What a great question! This is something to be considered, and will now be taken back to the team for review. In the interim, your comments on this topic are always welcomed, as it fuels the team's discussion!
